Developing this character to test the limitations of a shared human topology I'm working on.
Ratman Carl is an NPC from the Mist Town universe.
Carl is one of the original residents of the town. He lives in the sewers and keeps company with rats, who are his friends. He has the ability to control rat swarms, and they can take him anywhere. He knows all the intel within a hundred-mile radius.
He will guide and provide information to the Evil Dog Gang on their way to the town.
